TRAI issues directives to 118 MSOs on tariff package and inter-connect agreement
MUMBAI: The Telecom Regulatory Authority of India (TRAI) is trying hard to get digitisation on track with multi-system operators (MSOs) stitching together all the pieces of the DAS (digital addressable system) order.
The sector regulator has issued two separate directives asking MSOs in DAS-notified areas to submit details of tariff package and interconnection agreement (RIO) with broadcasters for the two phases of digitisation. In its 12 December directive, the authority has directed MSOs to submit a copy each of the interconnection agreement with broadcasters for re-transmission of channels in DAS-notified areas within ten days from the date of issue of the direction. The 13 December directive, on the other hand, asks the MSOs to submit the details of all tariff packages along with the terms and conditions for supply and installation of set-top boxes (STB) within seven days from the date of issue of the direction. The directions have been issued to 118 MSOs operating in DAS Phase I and II areas. According to TRAI, regulation 5 of the interconnection regulation stipulates that the broadcasters of pay channels reduce the terms and conditions of the interconnection agreement in writing and not make available signals of their TV channels to an MSO without entering into a written agreement. Furthermore, regulation 9 states that the MSOs will have to submit the details of interconnect agreement with broadcasters within 30 days of entering into an agreement. On the issue of tariff packages and STB terms and conditions, the authority stated that clause 5 of the tariff order provides that every MSO will have to report to the authority the details of all the tariff packages and other terms and conditions for supply and installation of STBs by 15 June. The authority also noted that the MSOs have reported the requisite details of tariff packages, along with the terms and conditions for supply and installation of STB, till date. The TRAI also stated that any change in the tariff package and the introduction of a new tariff package for supply and installation of STBs will have to be reported to the authority at least seven days prior to such change or introduction, as the case may be.
